Has this been done already?
Hard luggage for Joe Average user; commuting + the odd Spar visit + a good weekend away now & again.
Hard panniers + soft stuff on top for weekends, or hard top box with soft panniers?
At least some security is needed for every day use, so something has to be lockable. All soft is not an option. All hard is expensive.
My argument is you generally need racks for soft panniers anyway, so drop the cash on the hard panniers and stick your tent and sleeping bag on top when you need to. Weight distribution, cost effectiveness, and aesthetics are all winners.
