What's this?

[Crossed-up]

I was working on a friend's newly acquired XR400R and I found this plastic thing neatly taped to the wiring harness behind the headlamp. I thought I'd ask you chaps before I threw it in the bin.
It has the number 25 printed on it and the arms are exactly 25mm apart.
