What is a GS without luggage?
Presumably, in responding to the weight wars, BMW chose not to make provision for panniers it seems.
Both the R1300GS and R1300GS are sold without pannier racks or top box mounts.
OEM pannier racks and top box mounts are available, at a price I am sure.
This opens up the market for aftermarket luggage options.
To fit a topbox, one would have to fit a top box mounting plate, like these options from Kappa and Motorradical.
The same with fitting panniers.
Aftermarket pannier frames are needed to fit panniers.
