Change of ownership - Advice needed

Good Day

I sold a bike trailer about 2 years ago
New owner still hasn't registered the trailer so I have to renew the licence before I can get my other vehicle licences - done this 2 years in a row now
Numerous calls to this guy has only been followed with empty promises.
In order to register on his name I need a copy of his  I D which I don't have.
any suggestions ???
