Dakar flicker replacement

My son has just bought a 2001 Dakar and the one rear flicker broke off on the rubber stalk and stopped working , simple buy new replacement flicker pair and fit and connect, NOT SIMPLE , when we connected them they had a very low illumination and refused to work  ??? they are 12v. same as Dakar surely they should. Checked wiring connections ,  have noticed that the existing set are 8w 12v. new set 21w 11-12v. could this be the problem??
