import ban of single-cylinders

Does anybody know of any implications for owning an XR, KLR et al, in light of the import ban on single cylinder machines?
Discussions with others haven't been helpful as we all thumb suck and speculate about something we don't really know much about. So, any decent information or insights on what is likely to happen going forward?
