Passing bikes in the traffic

With the sunny day and a late start for me there were an awful lot of bikes on the road to day.

What is the correct etiquette for passing another bike in the traffic. When splitting I sit behind the rider in front with a decent distance so I don't crowd him and generally when it safe the rider pulls over and signals some way for me to pass. That one is easy.

My concern is around when the traffic is flowing. There is a bike sitting in the middle of his lane driving like a car. I am uncomfortable to pass him in the same lane as if I were splitting past a car as possibly the rider has not seen me and gets a fright. Or he decides to take the gap around the car in front without checking his mirror. Either scenario could end up with someone being hurt.

Do I wait until I can pass him in the next lane?
Do I flash my lights or something until I know he has seen me?

What other options are there? Which is best practice?
