Stupid tube replacement question

This may sound downright stupid to some of you but I can't figure out which is the best inner tube size to carry along as a replacement if you only have space for one.  For instance; Will a 17" (rear) stretch to fit on a 21" front in an emergency? Is a partly inflated 21" tube on a 17" rim better than an overinflated 17 on a 21" rim? There, you see I have confused myself already. Or should I just carry both sizes now that I have eventually bought the nifty albeit expensive tyre levers-with-socket-ring stuff?

Maybe one should just go back emergency canisters which have served me well in the past and acknowledge the fact that maybe some people should not be allowed to remove tyres in remote areas.
