Trailer axle - how to locate

I bought a 2 bike trailer which tows quite well but there is too much weight on the tow hitch. Basically I have figured out that the axle is too far back and when you load a bike about 2/3 of the weight of the bike is forward of the axle. Add to this that when empty it is not possible to pick up the front of the trailer and then there is still a nose cone that will end up getting loaded with fuel, tools etc. I have already had to modify the tow hitch to strengthen it. I normally load whatever I am towing so that the front can be lifted easily yet there is still weight on the tow hitch. Never had a problem towing like this and have pulled some heavy loads, included a full two horse horse box.
I know I need to move the axle forward but is there any slightly scientific method to determine where the axle should be.
