Rear Disc Brake Noise

Can anyone tell me why a rear disc brake would make an awful "howling/shrieking" noise when used at low speed (just before) coming to a stop.  Checked pads they seem to be fine, checked for rust on the disk (riding everyday so dont think its that) checked for cracks on the disc - nothing...  No dust issue as I am not riding dirt every day??? ???
