Stupid Question......Overheating

Why is a liquid cooled bike more prone to overheat than an air-cooled one......at slow speeds?
Or is it not, do I have my facts wrong?
Let's say 2 bikes idling away on a farm, slow work, etc etc.....isn't the liquidcooled one always running hotter?
