honda 250 tornado carburator

Good day. I am working on my wifes 250 honda tornado. Seems to be cutting out on long stretches of road. Slow tech riding not so much. The float level cannot be adjusted, as for as i am concerned, but i might be wrong. It does not have the little plate to bend making level higher or lower. I do however wander what the little plastic thing around the main jet is and what the purpose of it is.
